You can make rules that state that they cannot be online without you in the room with them. But children are curious and smart and they will get around you. Believe me, they know how to delete messages and browser history on their phones so you won’t know what they are doing.  Predators can and will tell them how to do it, also because they don’t want to be caught.  But if parents spy on cell phones they can make sure that they always know what is going on.
